Joshua Combs leads strategy and operations for Liberty Mutual’s non-employee workforce, overseeing approximately $500M in annual labor spend and 5,500 roles across IT, Claims, Marketing, Legal, and other enterprise functions. He is focused on optimizing vendor partnerships, implementing supplier scorecards, and driving initiatives that deliver measurable cost savings and operational efficiency. Joshua brings nearly 20 years of experience in non-employee labor management, with a background spanning both the buyer and supplier sides of the industry. Prior to joining Liberty Mutual, he served as a Senior Non-Commissioned Officer with the 115th Fighter Wing of the U.S. Air Force, where he developed a strong foundation in leadership and operational discipline.
